An agoraphobic woman living alone in New York begins spying on her new neighbors, only to witness a disturbing act of violence.
After another incident involving the Avengers results in collateral damage, political pressure mounts to install a system of accountability, headed by a governing body to oversee and direct the team. The film follows a group of criminals and corrupt cops who find themselves in serious trouble. The Russian mafia is blackmailing them, and the only way to deal with them is to perform what is believed to be an extremely challenging heist.
